ZERA Clarifies Laptop and Desktop Procurement Contract Worth Over US$191,000

The Zimbabwe Energy Regulatory Authority (ZERA) has responded to public interest following the publication of an Award Notice on the Procurement Regulatory Authority of Zimbabwe (PRAZ) website, which detailed a contract to supply laptops and desktops to the authority, valued at US$191,679.50.

In a statement released on Sunday, ZERA confirmed the procurement was conducted in full compliance with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23], and outlined that the tender was divided into three separate lots. The contract includes the supply of 50 Core i7 laptops (Lot 1), 50 Core i5 laptops (Lot 2), and 10 all-in-one desktop computers (Lot 3).

The authority revealed that the unit price for each category was set as follows: US$2,019.23 for Core i7 laptops, US$1,505.13 for Core i5 laptops, and US$1,546.15 for each desktop unit. The total value of the procurement across all three lots amounted to the published US$191,679.50.

According to ZERA, the payment for the equipment will be made in Zimbabwean dollars (ZWL) at the official exchange rate at the time of transaction, and deliveries are to be made over a 12-month period.

To ensure transparency, ZERA has shared key clauses from the procurement contract, including the requirement for official purchase orders, invoicing protocols, and delivery conditions. The contract stipulates that the authority shall issue a formal purchase order for the specified items, and payment will only be made upon satisfactory delivery and verification.

ZERA reiterated its commitment to ethical procurement, transparency, and strict adherence to national procurement regulations. It also assured stakeholders that the procurement process was handled with integrity, with all relevant approvals and standards observed.

“As a public procuring entity, ZERA adheres strictly to the standards of the Public Procurement and Disposal of Public Assets Act and ensures compliance with all PRAZ guidelines,” the statement concluded.

The contract is part of the authority’s ongoing efforts to improve operational efficiency and technological capacity in delivering on its mandate of regulating Zimbabwe’s energy sector.
