The Reserve Bank of Zimbabwe (RBZ) has taken action to address concerns regarding unfair pricing practices by mobile network operators and internet service providers.
In the 2025 Monetary Policy Statement, RBZ Governor John Mushayavanhu highlighted allegations that operators are prioritizing USD transactions over Zimbabwean dollars (ZiG). A key issue raised is that internet data promotions are exclusively offered in USD, leaving ZiG users at a disadvantage.
Mushayavanhu stated:
“The Reserve Bank has received complaints from stakeholders during the consultative meetings alleging that some mobile money operators are applying discriminatory pricing practices against ZiG in preference for USD transactions.
For instance, promotions for internet data packages are only available in US dollars and not in ZiG.”
Regulatory Action and Engagement
In response, the RBZ has engaged the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) and the Telecommunications Operators Association of Zimbabwe (TOAZ) to address these concerns.
The Financial Intelligence Unit (FIU) will also monitor compliance with regulations to ensure that TOAZ members adhere to fair pricing practices.
Commitment to Fair Pricing
According to the central bank governor, industry players have agreed to revise their pricing structures. This move will allow customers to purchase internet data packages in their preferred currency, ensuring fair access to services for all Zimbabweans.
