Data Privacy Gap in Zimbabwe: Men Twice as Likely as Women to Know Their Rights

A recent study by Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has revealed a concerning gender disparity in awareness of the Cyber and Data Protection Act (Chapter 12:07), raising concerns about data privacy in Zimbabwe. The Act, enacted in 2021, safeguards personal information and empowers individuals to “take control of their data.” However, the study paints a worrying picture:

  • Only 18% of women, compared to 36% of men, are aware of the Act’s existence.
  • This alarming gap means women are less likely to understand their rights under the Act and therefore more vulnerable to becoming “data donors” unknowingly.

Addressing these concerns at the inaugural Data Privacy Symposium in Harare, Dr. Tatenda Mavetera, Minister of Information Communication Technology, Postal and Courier Services, emphasized the need for a collective effort to bridge the awareness gap.

“Protecting data privacy is not just the responsibility of the Government, but a shared multi-sectoral approach,” she stated. “All stakeholders, including the private sector, civil society, and individuals, have a role to play in creating a culture of data privacy in Zimbabwe.”

Dr. Tatenda Mavetera further urged data controllers to comply with the Act and Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) directives to build a functional data protection ecosystem. She highlighted the economic importance of data privacy.

“Trust is a critical component in any thriving digital ecosystem and is essential for the growth of the digital economy. The protection of personal information is not just a matter of compliance, but also a matter of dignity, Constitutional imperative, trust, and cooperation.” she said.

The first Data Privacy Week, themed “Take Control of Your Data,” underscores the urgency of addressing this issue. To bridge the awareness gap and empower all Zimbabweans, a concerted effort is required from government, businesses, and individuals.
